Azerbaijan Accepts Suggestions of the OSCE Minsk Group with Definite Exceptions

On July 6th Azerbaijani President Ilham Aliyev stated that with definite exceptions the country accepts the suggestion of the cochairmen-states of the OSCE Minsk Group, developed on the basis of Helsinki principles.

Talking about the suggestions of mediators, Aliyev stated that, in accordance with them, “first of all occupational forces should be withdrawn from all occupied regions around Nagorny Karabakh”.

“Five regions should be freed immediately, and two regions – Kalbadzhar and Lachi – in a definite period”. Within the suggestions they anticipated a five-year period.The reason for that is that Kalbadzhar and Lachi regions are located between Nagorny Karabakh and Armenia and to some extent, more extended measures should be undertaken to assure non-return of Azerbaijani populations to this region. However, all regions, all districts are getting back under the control of Azerbaijan. Between Armenia and Nagorny Karabakh there is a road, i.e. a corridor, and Azerbaijan has also agreed on these suggestions. As it is an important issue for the conflict regulation. As all the security guarantees should be assured ",- he claimed.

Touching upon the subject of security guarantees, Aliyev noted that within an administrative border of Nagorny Karabakh peacekeeping forces should be located, and “I think that, further there is no threat for us, as also the security of Azerbaijani citizens should be guaranteed, as they will return to the territories occupied at the moment”. “Peacekeeping contingent will fulfill this function till all the Parties undertake security assurance measures”, - reported Azerbaijani President.

As he thinks, the giving of transition status to Nagorny Karabakh won’t violate the territorial integrity of Azerbaijan: “Citizens of Azerbaijan should come back to Nagorny Karabakh, Shusha, which is openly claimed in a recent statement of the three cochairmen-states. I.e. these are democratic principles, illustrating norms of international law and thus can become the only variant of this problem solution”. He underlined that Azerbaijan adopted these main principles with definite exceptions and expects the same approach from Armenia.

“I hope that cochairmen-states, sending serious signs to Armenia, will make Armenia to answer positively on official suggestion presented in December, and thus we will make another move forward. Otherwise, I think that the successful continuation of talks will be questioned.

Today we’ve got close to the logic end of this process or its significant stage, as already in December on the ground of Madrid principles updated suggestions were presented”,- underlined the Head of the state.

As he noted, if Armenia doesn’t reply positively on these suggestions, then there will be no sense to keep on with talks in this format and in this case they shouldn’t at all talk about the peaceful process: “If Azerbaijan sees that peaceful process has exhausted and there are no hopes, then it’ll prefer a military way”.
Azerbaijani Ministry of Foreign Affairs: Updated Madrid Principles Don’t Exist
“In connection with the solution of Nagorny Karabakh conflict in the shape of a document, there are only Madrid suggestions”. This was claimed by the Head of Press Service of Azerbaijani Ministry of Foreign Affairs Elhan Polukhov, commenting on the evaluations of the Head of Armenian Ministry of Foreign Affairs Edward Nalbandyan in relation to the results of a three-party meeting of Presidents of Armenia, Russia and Azerbaijan in Saint-Petersburg.

“Despite that Russia plays a significant part in this process and there were several meetings held with the participation of Russian President, the suggestions are being developed only by co-chairmen. Updated Madrid suggestions exist only as a document, and last year they were presented to the both Parties. In Saint Petersburg they discussed various approaches. This claim of Nalbandyan has only one goal – to distract the attention of Armenian and international community from the sense of the issue”, -stated Polukhov.

Answering the question whether the Heads of Ministries of Foreign Affairs of Azerbaijan and Armenia will meet in the capital of Kazakhstan during the OSCE Summit, Polukhov said that the kind of meeting is scheduled, at the moment negotiations are held, but till now the holding of this meeting is not confirmed.

It’s worth noting, that till the meeting in Saint Petersburg Baku insisted on the existence of “updated” Madrid principles of Nagorny Karabakh conflict regulation, and Yerevan claimed that the kind of document didn’t exist.

We remind that, the Head of Armenian Foreign Ministry Edward Nalbandyan stated during a joint press-conference with the US State Secretary Hillary Clinton that the three-party meeting of Presidents held in Saint Petersburg became a significant moment within a peaceful regulation of Nagorny Karabakh problem. “After the meeting in Saint Petersburg I claimed, that another significant moment was fixed within a negotiation process. The Parties agreed to continue the talks, grounding on the things we have reached up till today, i.e. before the meeting in Saint Petersburg”,- said Nalbandyan, specifying that he was talking about the “new suggestions”, presented to the Parties in Saint Petersburg. “A few days ago here also were the co-chairmen of the OSCE Minsk Group, with whom we discussed the way to proceed with negotiations on the ground of these agreements, and also a potential meeting at the level of Ministers on July 16th within the framework of informal meeting of OSCE Foreign Ministers”, - added Minister.

“As other native rights of peoples, the right for self-identification can’t be a subject of bargaining, and its recognition – the result of a deal with a third Party. Otherwise the main provisions of international Acts on equality and self-identification of peoples simply lose their sense”.

This was stated by the analyst, the Chairman of Nagorny Karabakh Committee “Helsinki Initiative - 92” David Karabekyan.

“Having stuck to a line about referendum and focused on a slightly understandable phrase “transitional status” we haven’t noticed how wisely manipulating with the disadvantages of our politicians and public opinion, they are trying to push forward a very “sugared” plan, the content of which in general lines was repeatedly presented, especially vividly during the visits to Baku, by a former Co-Chairman of the OSCE Minsk Group from the USA Matthew Bryza (recently appointed as the US Ambassador to Azerbaijan). Today the focus of Armenian society is laid on the official version of translation of the statements of Presidents of cochairmen-states, spread by the press-service of the Kremlin, where they are not talking about “occupied territories” around Nagorny Karabakh, and in American version this formulation takes place. At the same time, our politicians don’t really mention the fact that most part of Armenia and Nagorny Karabakh still remains to be occupied by Turkey and Azerbaijan. While talking about conflict regulation Armenia forgets about international legal acts and treaties that are stipulating the right of Armenians of Western and Eastern Armenia on statehood. Do we often remind the world about Nakhichevan problem? We are almost ashamed when talking about the right-claims of Armenians on the territories, within which, in accordance with international treaties, a national state should be established, meanwhile Baku and Ankara almost publicly draw claims on Zangezur”, - said David Karabekyan.

Having noted that “today by the inactivity of our information-propaganda system the world has forgotten, who and against whom started the aggression”, the analyst underlined that “false caution only escalates the aggressive rhetoric of Azerbaijani politicians”.
