Matthew Bryza Revealed Some Nuances of Negotiations Between Baku and Yerevan

During the interview for the agency Novosti Armenii – NEWS.am (Armenia News – NEWS.am) the Co-Chairman of the OSCE Minsk Group, the deputy assistant of the US Secretary of State Matthew Bryza revealed some interesting facts and nuances about negotiations between Azerbaijan and Armenia on Karabakh conflict regulation.

During the interview for the agency Novosti Armenii – NEWS.am (Armenia News – NEWS.am) the Co-Chairman of the OSCE Minsk Group, the deputy assistant of the US Secretary of State Matthew Bryza revealed some interesting facts and nuances about negotiations between Azerbaijan and Armenia on Karabakh conflict regulation.

During the interview for the agency Novosti Armenii – NEWS.am (Armenia News) the Co-Chairman of the OSCE Minsk Group, the deputy assistant of the US Secretary of State Matthew Bryza revealed some interesting facts and nuances about negotiations between Azerbaijan and Armenia on Karabakh conflict regulation.

Answering the question concerning the current stage and prospects of the conflict regulation considering manifestation of some articles of the so-called Madrid document, Matthew Bryza commented: “It’s not really appropriate for me to reveal the views of parties on individual elements of basic principles, especially as “nothing is agreed until it is agreed”. Basic principles have never been published in details and fully”.

However, as Bryza noted, “the reference accompanying the joint declaration of Presidents Obama, Sarkozy and Medvedev of July 10th 2009, demonstrates the fundamental concept of the general agreement, defined by Basic principles. I believe that the given fundamental base is acceptable for the both Parties. Co-Chairs lead intensive work with the Parties to conflict to finalize the agreement considering remaining details of basic frame”.

Further the question of the agency “Who incited the exclusion of NKR from negotiations and when will Stepanakert (Khankendi) get back to talks?” American Co-Chair answered: “In 1998 former Government of Armenia decided to negotiate on behalf of Karabaklh, rather than to give the opportunity for “officials” of Karabakh to join the talks independently”.

Karabakh authorities will get back to the direct participation within negotiations under the aegis of the Minsk Group, when Baku and Yerevan reach an agreement on this very important issue. We – Co-Chairs wait for this to happen, when Basic principles will be finalized. We realize that it’s impossible to reach a long-term agreement if it doesn’t consider the fears and doesn’t protect vital interests of people inhabiting Nagorny Karabakh. This is the issue of logic and morality”.

Further the question “Which territories should be returned to Azerbaijan and in which order and what will gain Armenia in exchange?”, Bryza referred to the last interview of Azerbaijani President Ilham Aliyev for Russian TV channel “Vesti” (“News”). “Basic principles anticipate the control by Azerbaijan of seven regions surrounding Nagorny Karabakh. At the same time five or six of them will be returned immediately, and one or two later. This delay anticipates the elements of security of people living in Nagorny Karabakh”, - said Bryza.

After the withdrawal of Armenian troops from occupied territories, according to Bryza, the security in region will be guaranteed by international peacemaking forces. “In addition armed contingent should present there to assure security, human rights protection and following of law of everybody independently of ethnic background within seven regions and in Nagorny Karabakh”, - summarized American Co-Chair of the OSCE Minsk Group.

“The negotiations on defining of “transitional status” of Nagorny Karabakh are still in the process and their result will be needed by the moment of peaceful agreements signing. Our objective is to maintain the status quo that anticipates that people of Nagorny Karabakh should feel secure and have the possibility to rule all aspects of their living, including their political, economic, legal and cultural elements,” – concluded Bryza.
